Main documents for visa application
Azerbaijan Visa Application Form: Complete the online visa application form (http://evisa.mfa.gov.az) for each applicant. Kindly print a copy and duly sign at the bottom of the form to submit to the Consular Section. Please view the video instructions (below) before proceeding to fill out the application form. Please be aware of the following issues regarding the application form:
A unique valid email address is needed for each visa application.
The "Humanity validation" (CAPTCHA) may require multiple attempts. Please be patient and refresh as many times as needed to pass the validation.
After completing and printing the form, please sign at the bottom of the hard copy.

Supporting documents which vary according to the type of visa requested (see the list below);
Valid national passport (original plus one photocopy)
its validity date must be at least three months beyond the duration of the visa applied for;
it has to contain at least two blank pages.
Two biometric passport size (3.5 cm x 4.5 cm) color photos with a white background, taken within the last 6 months;
The payment.
Supporting documents
Visits approved by the Ministry of Foreign Affairs of Azerbaijan:
Letter of invitation from the Ministry. The visa type will be exactly same as indicated in that letter.
Business visits:
Letter of invitation from a business counterpart in Azerbaijan (signed and stamped) indicating personal information, purpose of the trip, duration of applicant's intended stay and coverage of expenses in Azerbaijan;
Business company’s documents, such as the Charter and the registration certificate by relevant government body of Azerbaijan;
Hotel and flight booking.
Tourist visits:
Touristic voucher by tourism company in Azerbaijan (signed and stamped) indicating personal information, place for staying and coverage of expenses.
Hotel and flight booking. Hotel reservation paper must be signed and stamped by the hotel management. Unofficial correspondence (e.g. e-mail messages, etc.) with the hotel will not be accepted.
Visiting family or friends:
Letter of invitation from relatives or friends in the Republic of Azerbaijan. Personal information (for inviter and invitee), purpose of the trip and coverage of expenses should be indicated in this letter. The inviter should submit copy of his/her national identity card and national passport of the Republic of Azerbaijan.
Transit visits:
Certificate of employer (signed and stamped) indicating personal information, applicant's position, purpose of the trip and coverage of expenses;
Valid entry visa to a country of the main destination;
Hotel and flight booking.
The validity of transit visa is 5 days.
Types of visa
single-entry visa – up to 30 days of validity
double-entry visa – up to 90 days of validity
multiple-entry visa – up to one year of validity.
General Requirements for Visa Application to Azerbaijan
Visa applicants are urged to apply in person at the Consular Section to submit biometric data (fingerprints and facial image);
All double entry and multiple entry visa applications should be sent directly by the Azerbaijani inviting party to the Consular Department of the Ministry of Foreign Affairs of Azerbaijan for the relevant authorization procedure. Single entry visa applications could be directly processed at the Embassy;
The Consular Section of the Embassy reserves a right to require any additional documents that it considers to be necessary for visa application procedure;
No assurances regarding the issuance of visas can be given in advance. Therefore, the purchase of non-refundable tickets should not be made before visa approval is granted.
All foreign citizens visiting Azerbaijan for more than 30 days must register their passports with the local law enforcement authorities in Azerbaijan.
Duration of Visa Process:5-10 days
Remarks:
The visa process starts once the original documents delivered to the Embassy.
For all type of applications, additional documents, such as business company’s documents, copy of the flight reservation, hotel booking and etc. will speed up the visa process.
According to the Law “On exit from the Country, entry into the Country and Passports” of the Republic of Azerbaijan, Milli Majlis of the Republic of Azerbaijan can establish a simplified (without visa) procedure for foreigners to enter the Republic of Azerbaijan on a basis of the personal passport in accordance with the interstate agreements concluded by the Republic of Azerbaijan, and by suggestion (offer/Decree) of President of the Republic of Azerbaijan.
Visits approved by the Ministry of Foreign Affairs of Azerbaijan:
For the citizens of the states listed below having diplomatic and service (official, special) passports and their family members (husband/wife, under-age sons, daughters who do not married), as well as with CIS countries’ citizens (except Turkmenistan) having ordinary passports on the basis of the principle of reciprocity has been determined entry-exit rules on the exemption of visa by the Milli Majlis of the Republic of Azerbaijan nowadays.
Citizens of the Republic of Azerbaijan and appropriate countries, who are owner of relevant type of passports, can entry and exit within the territory of the Republic of Azerbaijan and appropriate countries without visa in the noted time.
Apart from that, for the citizens of the Republic of Azerbaijan which travel to the Republic of Turkey has been determined visa-free regime during 30 days according to the mutual consent between the Republic of Azerbaijan and the Republic of Turkey. For the citizens of the Republic of Turkey which travel to the Republic of Azerbaijan issue visa without due in the diplomatic missions or consulates of the Republic of Azerbaijan, but in the Republic of Azerbaijan in Heydar Aliyev International Airport, Ganja International Airport and Nakhchivan International Airport issue visa amount of 10 USA dollars restricted 60 days.

Changes in the procedures of getting entry visas by foreign citizens and stateless persons upon arrival in the Republic of Azerbaijan
According to the Decree of the President of the Republic of Azerbaijan No. 326 dated September 13, 2010, foreign citizens and stateless persons upon their arrival in the Republic of Azerbaijan can get entry visas in the visa sections in the international airports of the Republic of Azerbaijan in the following cases:
1. In the cases envisaged in the interstate and intergovernmental treaties of the Republic of Azerbaijan;
2. Persons visiting the Republic of Azerbaijan by the official invitation of the President of the Republic of Azerbaijan, the Prime-Minister of the Republic of Azerbaijan, the Chairman of the Milli Majlis (Parliament) of the Republic of Azerbaijan, the Head of the Administration of the President of the Republic of Azerbaijan, the Head of the Supreme Majlis of the Nakhichevan Autonomous Republic;
3. Persons visiting the Republic of Azerbaijan by the official invitation of the Chairman of the Constitutional Court of the Republic of Azerbaijan, the Chairman of the Supreme Court of the Republic of Azerbaijan, the General Prosecutor of the Republic of Azerbaijan, the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, the Chairman of the Central Election Commission of the Republic of Azerbaijan, the heads of the central executive power bodies of the Republic of Azerbaijan, the Chairman (Governor) of the Central Bank of the Republic of Azerbaijan, the Head of Administrative Department of the President of the Republic of Azerbaijan, the Head of Special Medical Service of the President of the Republic of Azerbaijan, the management of the National Olympic Committee of the Republic of Azerbaijan, the Chairman of the Caucasus Muslim Department, heads of the foreign companies operating in the Republic of Azerbaijan in accordance with the international treaties supported by the Republic of Azerbaijan, agreed with the State Migration Service of the Republic of Azerbaijan;
4. Members of the diplomatic, administrative and technical staff of the foreign diplomatic missions, consulates, and offices of the international organizations in the Republic of Azerbaijan and their family members, as well as foreign citizens visiting the Republic of Azerbaijan with special diplomatic missions;
5. Persons visiting the Republic of Azerbaijan by the official invitation of the Ministry of Emergencies of the Republic of Azerbaijan to participate in the operations to eliminate the consequences of emergency situations;
6. Persons visiting the Republic of Azerbaijan due to the death of a family member, on the basis of the relevant confirmation documents;
7. In the cases visit to the Republic of Azerbaijan of the citizens of foreign countries where the diplomatic missions and consulates of the Republic of Azerbaijan are not accredited and having straight air line with the Republic of Azerbaijan.
New rules of obtaining tourist visas
Tourists should apply for their visas via tourist companies. In their turn the tourist companies apply:
- to the embassies and consulates of the Republic of Azerbaijan in the countries of residence of foreigners or
- in case of absence of embassies and consulates of the Republic of Azerbaijan in countries of residence of foreigners, to the embassies and consulates of the Republic of Azerbaijan in the nearest third countries.
The tourist companies have to present the documents mentioned below in electronic form to the embassies and consulates of the Republic of Azerbaijan to obtain visas:
1. a completed application form taken from the website of embassies and consulates of the Republic of Azerbaijan;
2. a scanned copy of his/her passport;
3. a scanned copy of his/her photo;
4. a scanned copy of receipt of state fee;
5. a scanned copy of documents confirming the tourist’s purpose of visit:
a) tourist voucher or a document confirming the payment for tourist services planned in the program of visit;
b) passenger’s ticket;
c) the document, confirming the reservation at a hotel, camping sites, tourist bases, etc.
There are two ways to applying for visas by tourist companies:
1. Tourist companies can apply in electronic form (via internet) or;
2. Tourist companies can send the documents of foreign tourists by post.
In the first case, the issued visa will be sent to the e-mail address of tourist companies, which apply for visa.
In the second case, the issued visa will be sent to the tourist companies by post.
Embassies and consulates of the Republic of Azerbaijan will issue ordinary (single) entrance visas with the tourist purpose no more than 30 days.
Electronic visas will not be sticked in passports.
In case of rejection to issue a visa the reason of rejection will be provided.
Each tourist visa application will be processed by the embassies and consulates of the Republic of Azerbaijan no later than 15 working days.
The new rules have entered into force since 1 June 2011.
